Please read these Terms carefully before creating an account or using BillioPlus.

These Terms constitute a legally binding agreement between you and BillioPlus (“we”, “us”, “our”). By registering, funding your wallet, purchasing a number or using the API, you accept these Terms.
Important Notice
BillioPlus provides temporary, rental and voice virtual numbers for receiving SMS/voice verification codes. Numbers are not permanent phone lines and must not be used as the sole recovery method for important accounts. See Sections 10–12 below.

These Terms of Service (“Terms”) govern your access to and use of BillioPlus, including the website at https://billioplus.com.ng, dashboard, wallet, number purchase and SMS-receipt features, rental numbers, voice numbers, boost services, API, and related support channels (collectively, the “Services”).
By creating an account, funding your wallet, placing an order, or continuing to use the Services, you confirm that you have read, understood and agree to these Terms and to our Privacy Policy, Cookie Policy and Refund Policy, which are incorporated by reference. If you do not agree, do not use the Services.
BillioPlus is a Nigerian virtual-number platform. We allow registered users to:
- create an account and manage a NGN-denominated wallet;
- purchase temporary single-use numbers for one-time SMS verification;
- rent numbers for a fixed duration (e.g., 24 hours to 180 days) with unlimited SMS during the rental window;
- order and manage voice numbers (e.g., United States) for voice-based verification where supported, with transcripts and call recordings where available;
- receive inbound SMS verification codes inside the dashboard and, where you have configured it, via a developer webhook;
- access social-media boost services (followers, likes, views and similar metrics for platforms such as Instagram, TikTok, YouTube and others) where offered in the dashboard;
- participate in referral rewards where advertised; and
- integrate programmatically via API keys.
All numbers are supplied by upstream virtual-number suppliers. BillioPlus does not provide a permanent telephone line, does not guarantee message content or delivery, and is not a telecommunications carrier.
To use BillioPlus you must create an account. You agree to:
- provide accurate, current and complete information (username, email address and any other fields marked required);
- maintain and promptly update that information;
- provide a valid email address that you control, as we send verification and transaction communications there;
- not create accounts with false identities, impersonate another person, or create accounts on behalf of someone else without permission;
- not create multiple accounts to abuse promotions, referral rewards or free credits.
We may require additional information to verify your identity or to comply with fraud-prevention or legal requirements. Failure to provide requested information may result in restriction or closure of your account.
You must be at least 18 years old and legally capable of entering into a binding contract under Nigerian law and the laws of your place of residence to use BillioPlus. By using the Services you represent that you meet these requirements.
If you use the Services on behalf of a business or other entity, you represent that you have authority to bind that entity to these Terms.
After registration we send a one-time verification code to your email address. The code is valid for 10 minutes. You must enter it to verify your account before full use. Codes expire automatically; expired codes are cleared and a new code must be requested.
Your responsibilities:
- Choose a strong password (minimum 8 characters). Passwords are securely hashed and never stored in plain text;
- Keep your password, session cookies and API keys confidential. BillioPlus will never ask for your password by email or chat;
- Notify us immediately via contact@billioplus.com.ng if you suspect unauthorised access;
- Use the dashboard Settings to manage sessions and API keys; you are responsible for all activity under your account.
We use secure, HttpOnly session cookies to keep you logged in. You can manage and deactivate API keys at any time in the dashboard.
BillioPlus operates on a prepaid wallet. You must fund your wallet before you can purchase numbers or boost services. Wallet balances are denominated in Nigerian Naira (NGN).
- Minimum and maximum funding amounts are displayed at checkout. The current wallet funding flow accepts amounts between ₦100 and ₦10,000,000 per transaction (subject to change and to gateway limits).
- Payments are processed by third-party gateways — currently Paystack and Flutterwave — via bank transfer and other channels they support. You will be redirected to the gateway's hosted checkout. BillioPlus never receives or stores your full card or bank credentials; the gateway collects them directly.
- Your wallet is credited only after the gateway confirms payment. Until confirmation, the payment remains pending.
- Balances are non-transferable between accounts and have no cash value outside the Services except where refunds apply (see Sections 14–15).
- We record every funding and purchase in your account history, with a reference, amount, method, and status (pending, completed, failed or refunded).
- We may apply a deposit bonus (e.g., extra credit) where advertised. Bonus terms are shown at funding time; bonuses are credited on top of your payment and may be restricted to specific services (for example, boost credit usable only on the boost platform).
You authorise the gateway to charge the payment method you select. You are responsible for any fees your bank or provider imposes.
All prices are shown in NGN unless a different currency is explicitly indicated. Displayed prices include any platform markup but exclude gateway fees where applicable. Prices vary by operator, country and service, and are recalculated at purchase time based on the operator price, current NGN/USD reference rate, and operator percentage markup.
For rent numbers, prices are shown per duration (e.g., 24 hours, 7 days). For boost services, prices are shown per 1,000 units. For voice numbers, separate purchase and reactivation prices apply.
We display the exact amount to be deducted from your wallet before you confirm. By clicking “Buy” or “Order” you authorise the deduction. Prices may change at any time; the price that applies is the price shown at the moment of purchase.
When you purchase a temporary number you select an operator, country and the third-party service you wish to verify (for example, WhatsApp, Telegram or Google). We source a number from the upstream supplier that serves that operator. On success, the number, activation ID, order ID and expiry time appear in Dashboard → SMS Numbers. The wallet is debited and a purchase record is created in your transaction history.
If the supplier has no number available, the request fails and no deduction occurs (or, if a deduction has already occurred, a refund flow is triggered — see Section 14). Supplier responses are authoritative; BillioPlus does not guarantee that a number will be available for every combination of operator, country and service.
Numbers are active for a limited window after assignment:
- Temporary single-use numbers: typically 5 to 20 minutes depending on the supplier. Start verification immediately after copying the number.
- Rental numbers: remain active for the duration you select (from 24 hours up to 60–180 days where offered). You may receive unlimited SMS during that window; messages are polled and displayed in the dashboard.
- Voice numbers: after ordering, setup may take 5 to 24 hours before a number is assigned. Once assigned, the voice order is active for a 1-day verification window. If the inbound verification call succeeds within that window the order is marked completed; otherwise it expires. Expired voice orders can be reactivated for an additional fee where offered.
A countdown timer is shown in the dashboard and numbers expire automatically at the end of the displayed window.
Virtual numbers are recycled by upstream suppliers. A number may have been used by previous customers and may still be associated with existing accounts on third-party platforms. BillioPlus selects the least-used, not-yet-used number where the supplier supports that logic, but cannot guarantee a number has never been used before.
After expiry, the number is released back to the supplier pool and you lose access to further SMS on that order. Do not use temporary numbers as permanent recovery numbers for important accounts (see also Section 12).
SMS delivery depends on the upstream supplier, the destination operator, and the policies of the third-party service you are verifying. Messages typically arrive within a few seconds but may take several minutes. Some services aggressively block virtual or VoIP numbers.
BillioPlus displays incoming messages in real time in the dashboard and, if you have configured a webhook URL in Settings, attempts to deliver each SMS to your webhook exactly once with an HMAC-SHA256 signature in the X-Webhook-Signature header.
We do not filter, alter or guarantee the content of SMS messages. Messages may contain personal or sensitive verification codes. You are responsible for protecting any codes you receive.
BillioPlus cannot guarantee that every platform (for example, WhatsApp, Telegram, Google, Facebook, TikTok, banks or government services) will accept a virtual number. Acceptance is determined solely by that platform's risk and anti-fraud policies, which change frequently.
You are responsible for confirming that your intended use is lawful and that the target platform permits virtual numbers. Check compatibility information shown on the Buy page before purchasing. Temporary numbers should not be used as permanent recovery numbers for banking, government IDs or other critical accounts — you may lose access when the number expires or is recycled.
BillioPlus offers numbers from 180+ countries through multiple upstream virtual-number suppliers and currently supports voice numbers primarily for the United States. Availability by country, operator and service changes in real time. If a combination is unavailable, the dashboard will indicate that no numbers are available or the purchase request will return an error.
We may add, remove or replace operators and suppliers at any time to maintain quality and coverage.
This section matches the Refund Policy. If there is any conflict, this Section and the Refund Policy prevails for refund decisions.
Eligible for refund
- SMS not received within the allowed waiting window and the supplier confirms no message was delivered — automatic refund where the supplier supports it.
- Number format incompatible or number rejected immediately by the supplier as invalid.
- Service is blocked from receiving SMS from virtual numbers and no message can be delivered.
Reviewed case-by-case
- Number previously used / “already registered” errors.
- Bulk purchases with mixed results.
- Payment disputes and chargebacks.
Not eligible
- Numbers that successfully received at least one SMS/verification code, even if you later decided not to use the code.
- Orders already marked completed, expired, or cancelled where supplier rejection does not apply.
How to request: Check eligibility, then contact support with your order ID and reason. In the dashboard you may also use the Cancel/Refund action while the order is still active (before expiry and before an SMS has been delivered). Requests must be made within 24 hours of purchase. We aim to review requests within 24 hours.
Active orders that expire without an SMS are handled via the expiry flow, which attempts a supplier-side rejection before a refund is considered. Forced refunds are used only where the supplier confirms the number was never used.
Approved refunds are credited to your BillioPlus wallet balance, not returned to the original payment method (card, bank account or mobile money). You can use the credited amount for future purchases. Refunds appear as wallet credit and can be used for subsequent orders.
Any page that displays “100% money back” refers to a full wallet-credit refund of the purchase price for eligible cases, not a cash reversal to your bank. Original gateway fees are not refundable.
If you dispute a payment through your bank or payment provider (“chargeback”), please first contact support so we can investigate. We reserve the right to:
- suspend wallet use pending resolution;
- set off any chargeback amount against your wallet or referral earnings;
- request evidence of the dispute;
- close accounts found to have engaged in payment fraud, stolen card use or money laundering.
Fraudulent payments will be reported to the relevant gateway and, where legally required, to authorities.
BillioPlus offers a REST API (e.g., /v1/get-number, /v1/check-order, /v1/cancel-order). You may generate API keys in the dashboard. Every API request is authenticated and logged.
- Authenticate via
Authorization: Bearer <key>header. The legacy query parameter?token=is deprecated and will be removed in a future version — please migrate to the header. Keys must be kept secret; - Each request is logged with endpoint, method, status, IP address and user-agent for abuse monitoring and to show you usage history;
- You are responsible for all calls made with your keys. Rotate or deactivate compromised keys immediately;
- Rate limits and abuse detection may apply. We may throttle, temporarily block or revoke keys and associated accounts for abnormal traffic patterns.
Prohibited API behaviour includes credential stuffing, scraping beyond intended endpoints, spamming number requests without intent to verify, and any attempt to bypass authentication or billing.
You agree to use BillioPlus only for lawful purposes and in compliance with Nigerian law and the laws that apply to you. You are responsible for confirming that the third-party service you are verifying permits virtual numbers.
You must not use BillioPlus to:
- commit fraud, identity theft or impersonation of any person or entity;
- engage in account farming, bulk creation of fake accounts, or evasion of platform bans;
- send spam, bulk unsolicited messages, harassment or threats;
- launder money, handle proceeds of crime, or facilitate payment fraud or chargeback fraud;
- circumvent know-your-customer (KYC) or identity-verification requirements of banks, fintechs, government portals or other regulated services;
- create accounts in violation of a third party's terms of service where you know such use is prohibited;
- use numbers for unlawful financial services, fraudulently obtain government services, or register with sanctioned entities;
- resell, sublicense or systematically scrape BillioPlus access or data without our prior written permission;
- use automated bots, scrapers or scripts for abusive purposes, overload our systems, or attempt to compromise BillioPlus or its upstream suppliers;
- engage in any activity prohibited by Nigerian law or applicable international law.
Using a VPN to match the number's country can improve deliverability for some platforms, but it does not authorise you to breach a platform's terms. The troubleshooting tip that suggests “use a VPN matching the number's country” is operational advice — it does not permit you to violate platform rules or these Terms.
We may suspend, restrict or terminate your account, wallet, API keys or access to specific Services at any time, with or without prior notice, if we reasonably believe you have breached these Terms, engaged in prohibited use, caused risk to our infrastructure or suppliers, or where required by law or a gateway/ supplier instruction.
You may request account deletion via Dashboard → Settings → Danger Zone or by contacting support. On deletion we will handle your data as described in the Privacy Policy, subject to legal retention obligations. Termination does not affect amounts already credited, purchased or forfeited before termination.
BillioPlus, its logos, branding, website content, dashboard design, documentation and software are owned by BillioPlus or its licensors and are protected by copyright, trademark and other laws. You are granted a limited, non-exclusive, non-transferable, revocable licence to use the Services for your own lawful purposes. No other rights are granted. You must not copy, modify, reverse-engineer or create derivative works of the Services without our permission.
Names, logos and icons of services such as WhatsApp, Telegram, Google, Facebook, TikTok, Instagram, YouTube, Discord, banks or government agencies that appear in the service list are trademarks of their respective owners. Their appearance in BillioPlus does not imply affiliation, endorsement, sponsorship or partnership with BillioPlus.
Mentions of such services are for compatibility information only. Always verify with the relevant provider whether virtual numbers are permitted.
We aim to keep the Services available and performant, but we do not guarantee uninterrupted or error-free operation. Availability depends on upstream suppliers, gateways, hosting infrastructure and internet conditions. We may perform planned maintenance, security updates or emergency fixes that temporarily degrade or interrupt the Services. Where practical, we will give advance notice.
The Services are provided on an “as is” and “as available” basis without warranties of any kind, whether express, implied or statutory, including warranties of merchantability, fitness for a particular purpose, accuracy, reliability or non-infringement, to the fullest extent permitted by law. We do not warrant that numbers will be available, that SMS or calls will be delivered, or that any third-party platform will accept a number.
Communications over the internet are encrypted in transit using HTTPS/TLS. BillioPlus does not provide end-to-end encryption for SMS content beyond standard transport security.
To the maximum extent permitted by law, BillioPlus will not be liable for indirect, incidental, special, consequential or punitive damages, or for loss of profits, revenue, data, use, goodwill or other intangible losses, arising out of or related to your use of or inability to use the Services, even if we have been advised of the possibility of such damages.
Our total aggregate liability for any claim arising under or relating to these Terms or the Services will not exceed the total amount you paid to BillioPlus in the 3 months immediately preceding the event giving rise to the claim. Some jurisdictions do not allow certain limitations; if applicable law does not permit this limitation, our liability will be limited to the greatest extent permitted by law. Nothing in these Terms excludes liability that cannot legally be excluded, such as for intentional misconduct.
This limitation applies even if your number was previously used, expired, or recycled, and even if a platform rejected the number.
We may modify, suspend or discontinue any part of the Services, and we may update these Terms, the Privacy Policy, Cookie Policy or Refund Policy at any time. We will update the “Last updated” date above and, where a change is material, make reasonable efforts to notify you (for example, via the website or email). Your continued use after an update constitutes acceptance of the revised Terms. If you do not agree to a change, you should stop using the Services and may request account deletion.
These Terms are governed by the laws of the Federal Republic of Nigeria, without regard to conflict-of-law principles. You and BillioPlus agree to attempt to resolve any dispute informally by contacting support first.
If informal resolution fails within 30 days, either party may refer the dispute to the courts of competent jurisdiction in Nigeria, or to any other forum required by applicable law. Where the Nigerian Data Protection Act 2023 (NDPA) applies, nothing in this clause affects your right to lodge a complaint with the Nigeria Data Protection Commission (NDPC).
